Mr. Syed Farhad Ali Shah, recipient of the Tamgha-e-Imtiaz, is an eminent legal practitioner, accomplished public prosecutor, and distinguished member of Pakistan’s legal fraternity whose career reflects an unwavering commitment to the rule of law, administration of criminal justice, and public service. He commenced his legal career with a strong foundation in advocacy and, over the course of more than two decades, has developed extensive expertise in constitutional, criminal, and public law. He was enrolled as an Advocate of the High Court and later attained the distinction of becoming an Advocate of the Supreme Court of Pakistan. In recognition of his exceptional legal abilities, leadership, and contributions to the justice system, he served as the Prosecutor General Punjab, the highest prosecutorial office of the Province, where he played a pivotal role in strengthening the prosecution service, promoting institutional reforms, and enhancing coordination among criminal justice institutions. Justice (Retired) Khawaja Farooq Saeed is a distinguished jurist, legal scholar, and public servant whose illustrious career encompasses more than five decades of excellence in the fields of law, taxation, judicial administration, corporate governance, sports administration, and public service. A graduate of the University of the Punjab holding the degrees of M.A., LL.B., and Diploma in Taxation Law (DTL), Justice Saeed commenced his legal practice in 1973. After practicing before the subordinate judiciary and subsequently appearing before the Lahore High Court for over twenty-one years, he established himself as a leading practitioner in the field of fiscal and taxation laws. In recognition of his exceptional expertise in tax jurisprudence, he was appointed as a Judicial Member of the Income Tax Appellate Tribunal of Pakistan, where he served from 1995 to 2004. Thereafter, he held the prestigious office of Chairman of the Income Tax Appellate Tribunal from 2004 to 2007 and again from 2009 to 2011, playing a significant role in the development of Pakistan’s fiscal jurisprudence and strengthening the institutional framework of tax adjudication. Justice Khawaja Farooq Saeed was elevated to the Lahore High Court as a Judge in 2007, where he discharged his judicial responsibilities with distinction and contributed to the administration of justice in constitutional, civil, commercial, and taxation matters. He also served as the Principal of the historic Punjab University Law College (University Law College), Lahore, one of the oldest and most prestigious institutions of legal education in the subcontinent, having produced generations of eminent judges, lawyers, jurists, and public servants.
